The permits high-voltage sites actually use
Electrical isolation, working at height, hot works, confined space and general permits, each with its own template of controls, precautions and sign-offs. Templates are configurable per organisation, and every issued permit snapshots the template it was signed against, so a historical permit always renders exactly as it was signed.
Requested by the technician, issued by the authorised person
The technician raises the permit request from the job. An authorised person reviews and issues it from the permit register, and the work order unlocks the moment it is issued, without the technician refreshing, ringing the office or guessing. Isolation points, lock numbers and the precautions taken are recorded against the permit.
Enforcement is server-side. A stale browser tab or a bookmarked URL cannot close a job past an unissued or unclosed permit, because the rule lives on the server rather than in the page.
A live register, not a folder
The permit register shows what is live right now, grouped by country, site and permit type, so a duty manager can answer "what is open on my sites" without phoning around. Sustained isolations are tracked with their own review cycle rather than quietly living on past the shift that created them.
The audit trail is the point
Every state change is stamped with who did it and when: requested, issued, held, suspended, closed and cancelled. That record is what an incident investigation, a client audit or an insurer will ask for, and it is produced automatically as a by-product of the work.

Can a work order be completed while a permit is still open?
No. The system blocks completion while a permit for that job is unissued or open, and the check is enforced on the server.
Who can issue a permit?
Only users holding the relevant authorisation. Issuing rights are managed as part of role and authority settings rather than by convention.
